      Effie Murphy Wallace Residential Appearance Award

Recently the Appearance Commission has been discussing the need to recognize those private citizens who are (maybe in a small way) making an equally important positive impact on our community. Part of the inspiration for this award was the work of Ms. Effie Murphy Wallace who passed away in 2004. Ms Wallace lived on East Graham Street and worked tirelessly in keeping her yard neat and attractive. We believe private citizens like Ms. Wallace need to be given recognition to encourage others to do the same.

PURPOSE: To encourage, support and recognize Shelby residents who maintain the grounds surrounding their home in a neat, attractive manner.

QUALIFICATIONS : The recipient must be within the city limits of Shelby and on publicly maintained streets. The award will be given to the resident of the home selected not necessarily the property owner in the case of rental property.All six wards will be considered for nominations, but the Commission will not be obligated to rotate the award among the wards. The award will be based on the upkeep, landscaping, and aesthetic appearance of the grounds. The award will be primarily for the appearance and upkeep of the grounds surrounding the house, not for the house itself. Preference will be given to those residential properties that have made significant improvements in enhancing the appearance of the entire neighborhood.

FREQUENCY : The Appearance Commission will present the award up to six times per year most likely in the spring and fall months (for instance, April, May, June, September, October, November). The Appearance Commission would like the discretion to determine the precise months and frequency depending on variable seasonal meteorological factors.

AWARD: The recipient will receive a certificate and a sign temporarily placed in the yard. The certificate will incorporate the name of Ms. Effie Wallace. Our recommendation is “The City of Shelby-Effie Wallace Residential Appearance Award”. The yard sign would be similar in size to the non-residential award but slightly different in design and color.

PROCEDURE: Any resident of the city may make Nominations to a member of the Appearance Commission and /or Keep Shelby Beautiful Board. The nominees will be discussed at the regular monthly meeting of the Appearance Commission and KSB. A representative from one of these boards will visit the property to confirm the qualifications and voted on as soon as possible after the nominated property has been identified.

Keep Shelby Beautiful is a result of work done by the Shelby Appearance Commission — an advisory board of the City of Shelby. KSB has a volunteer board of directors and the Appearance Commission members are also members of KSB. Stan Anthony is the KSB board chairman. Tommy Forney, Amusements Supervisor for Shelby Parks & Recreation is the KSB Coordinator.
